Tinubu Signs NIMC Act 2026 into Law to Enhance National Identity Management

President Bola Tinubu has signed the National Identity Management Commission (NIMC) Act 2026 into law, marking a significant milestone in the Federal Government’s efforts to modernise Nigeria’s identity management system and expand access to digital public services.

The new legislation is expected to strengthen the legal framework governing the National Identity Management Commission while enhancing the administration, protection, and verification of citizens’ identity data across the country.

According to government officials, the Act is designed to improve the efficiency of the National Identification Number (NIN) system, support digital governance initiatives, and promote better coordination among agencies that rely on identity verification for service delivery.

The law is also expected to facilitate the integration of identity databases, reduce cases of identity fraud, and improve access to essential government services, including banking, healthcare, education, taxation, and social intervention programmes.

Officials noted that the reforms introduced under the Act align with the Federal Government’s broader digital transformation agenda, which seeks to leverage technology to improve transparency, strengthen national security, and enhance public administration.

The NIMC Act 2026 also provides a clearer legal framework for the collection, storage, and management of identity data while reinforcing safeguards for the privacy and security of citizens’ personal information. Authorities say the legislation incorporates measures aimed at ensuring compliance with existing data protection regulations.

Policy experts have welcomed the signing of the Act, describing it as an important step toward building a more reliable national identity infrastructure. They argue that an efficient identity management system is essential for financial inclusion, effective planning, election administration, and the delivery of public services.

However, some stakeholders have called for sustained investment in digital infrastructure, public awareness campaigns, and accessible registration centres to ensure that all eligible Nigerians can obtain their National Identification Numbers without unnecessary delays.

The Federal Government reaffirmed its commitment to expanding NIN enrolment nationwide and urged citizens who have not yet registered to take advantage of ongoing enrolment exercises.

The signing of the NIMC Act 2026 reflects the administration’s continued focus on digital governance and institutional reforms. Government officials expressed confidence that the new law will improve service delivery, strengthen identity verification processes, and support Nigeria’s long-term economic and technological development while fostering greater trust in the country’s digital identity ecosystem.
