The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management System Bill, 2026, aimed at introducing a coordinated framework for managing commercial transportation, traffic and motor parks across the state.
The bill was passed on Wednesday following its third reading and extensive deliberations by lawmakers. It was sponsored by the Chairman of the House Committee on Works and Transport, Abiola Ibrahim.
A major provision of the legislation is the introduction of a digitalised ticketing system designed to eliminate multiple ticketing in motor parks. The Assembly said the system would reduce the financial burden on transport operators while improving transparency and efficiency in revenue collection.
The legislation also provides for the registration and regulation of commercial transport operators, as well as the administration of motor parks, terminals, garages, loading points and other transport-related infrastructure.
According to the Assembly, the proposed framework is expected to strengthen passenger protection, improve accountability and promote a more organised relationship between transport operators, commuters and government agencies. It also seeks to address revenue leakages and provide a coordinated approach to managing transport-related income.
Lawmakers further highlighted provisions aimed at tackling thuggery, violence, extortion and other unlawful activities associated with motor parks and garages. The emphasis on security comes amid recent disputes over the control and management of some transport facilities in the state.
The bill passed after the report of the House Committee on Works and Transport and the Legal Department was presented and adopted. Majority Leader Babajide Adewumi moved the motion for third reading and passage, which was seconded by Taofiq Olayiwola.
Speaker Adewale Egbedun directed that the clean copy of the bill be forwarded to Governor Ademola Adeleke for assent, in line with the constitutional process for state legislation.
The development is significant as Osun seeks to modernise its transport sector, improve motor park administration and strengthen internally generated revenue. The state government had previously introduced single ticketing for commercial drivers as part of broader transport reforms.
The new legislation, once assented to, is expected to provide a statutory foundation for digital ticketing and integrated management of Osun’s transport and motor park system.
