Soludo’s EXCO Approves Erosion Programme, Student Hostels, Innovation Hub Expansion

AWKA, Nigeria — The Anambra State Executive Council (ANSEC) has approved a series of major policy initiatives and infrastructure projects aimed at tackling erosion, improving student welfare, expanding access to justice and strengthening the state’s technology ecosystem under Governor Chukwuma Soludo’s SOLUTION 2.0 agenda.
The decisions were reached at the fifth Executive Council meeting of the governor’s second term, held on Monday, July 6, 2026, at the Light House, Awka.
According to a statement issued on Tuesday by the Commissioner for Information and Value Reformation, Dr. Law Mefor, the council approved the immediate activation of the SOLUDOZIE Anambra Programme, a Public-Private-Community Partnership (PPCP) initiative designed to mobilise high-net-worth individuals and communities across the state’s 179 communities to jointly fund critical infrastructure.
The initiative is expected to support the construction and rehabilitation of roads, schools, medical centres and other community development projects.
To address accommodation challenges facing students, the council also approved the construction of campus hostels across tertiary institutions through a Build-Operate-Transfer (BOT) arrangement with private investors. The government said the initiative would provide safe and affordable accommodation while enhancing the overall campus experience for students.
In a move to improve public service delivery and accountability, ANSEC approved measures to strengthen the state’s Grievance Redress Mechanism (GRM). The enhanced platform will enable residents to submit complaints relating to human rights issues and government services for prompt resolution through dedicated online, email and telephone channels.
The council further directed intensified public sensitisation on the operation of Small Claims Courts, established by the Soludo administration to provide quick, affordable and simplified resolution of low-value civil disputes. The awareness campaign will particularly target low-income earners and small business owners who may benefit from the specialised courts.
On infrastructure development, ANSEC approved the release of ₦551.91 million for external works on the permanent complex of the Solution Innovation District (SID) in Awka.
The contract, awarded to Bigxent Technologies, is expected to strengthen the state’s innovation ecosystem by expanding facilities for technology startups, digital skills development and youth employment.
The state government said the approvals underscore its commitment to building a smart, prosperous and liveable Anambra through people-centred policies, strategic infrastructure investment and sustainable development.
The statement reaffirmed Governor Soludo’s administration’s resolve to deepen governance reforms and accelerate economic growth under the SOLUTION 2.0 programme.
