PFIPC: Nigerians Seek Answers Amid Growing Controversy

The Presidency has publicly stated that the Presidential Foreign Intervention Promotion Council (PFIPC) is not a lawfully established Federal Government agency, despite reports that it appeared in the 2026 Appropriation Act with a budgetary allocation of about ₦1.3 billion and was allegedly allocated office space at the Federal Secretariat, Abuja.

The apparent contradiction between the Presidency’s position and the agency’s reported appearance in official government records raises significant questions about Nigeria’s budgetary process, administrative oversight, and accountability mechanisms. In the interest of transparency and public confidence, the following questions deserve clear and documented answers:

The Presidency has described PFIPC as an illegitimate or fake agency. What legal and factual findings informed that conclusion?

When did the Presidency first become aware of PFIPC and its activities?

If PFIPC is not a legally established government agency, how did it find its way into the 2026 Appropriation Act with an allocation of about ₦1.3 billion?

Which Ministry, Department, or Agency (MDA) submitted the budget proposal containing PFIPC?

Which officials within the Budget Office of the Federation approved the inclusion of PFIPC in the budget estimates before they were transmitted to the National Assembly?

During the budget defence process, which National Assembly committee considered and approved the PFIPC allocation?

Who signed off on the final budget documents that included PFIPC?

Was the National Assembly aware that PFIPC allegedly had no legal basis when it approved the allocation?

Has any portion of the ₦1.3 billion allocation been released? If yes, how much, when, and to whom?

If funds were released, under whose authority were they approved?

If no funds have been released, has the budget line been suspended or removed?

Reports indicate that PFIPC was allocated office space at the Federal Secretariat in Abuja. Which government office approved that allocation?

What procedures were followed before office accommodation was granted to PFIPC?

Who signed the documents authorising PFIPC’s occupation of government office space?

Was any verification carried out to confirm that PFIPC was a legally recognised government entity before the office allocation?

Who are the individuals behind PFIPC, and did they present any official documents to support their claim of legitimacy?

Are any civil servants or political appointees under investigation for facilitating the inclusion of PFIPC in the budget or allocating office space to it?

Has the matter been referred to law enforcement agencies such as the Police, the EFCC, or the ICPC for criminal investigation?

Will the Presidency publish all relevant documents relating to PFIPC, including budget submissions, correspondence, office allocation records, and internal approvals?

What reforms will the Presidency implement to ensure that no unauthorised or non-existent agency can again be included in the federal budget or receive government facilities?

Will the Presidency support a full public investigation by the National Assembly and the Auditor-General to establish how PFIPC allegedly entered official government processes?

These questions are intended to clarify the facts, strengthen public accountability, and ensure that confidence in Nigeria’s public finance and administrative systems is maintained through full transparency.
