The Premier League is introducing a major transparency initiative for the 2026/27 season, giving supporters greater access to explanations behind refereeing and Video Assistant Referee decisions.
Under the new measures, the Premier League Match Centre will publish direct quotes from on-field referees and VAR officials in selected incidents where their explanations can help clarify how and why a decision was reached. The initiative is being implemented in partnership with Pro Ref, the professional body responsible for refereeing in English football.
The published explanations may include the referee’s original “call” on the pitch, as well as the VAR’s reasoning for deciding not to intervene or recommending that the referee conduct an on-field review.
The Premier League said the initiative was designed to give supporters a better understanding of the decision-making process and address longstanding concerns surrounding controversial refereeing and VAR incidents.
The explanations will be made available through the Premier League Match Centre account on X, while a dedicated page on the league’s website and mobile application will provide information for each match round.
The league is also expanding the use of Ref Cam, a camera worn by referees that provides footage from their perspective during matches. For the 2026/27 season, selected Ref Cam incidents will include audio of conversations between referees and players.
However, the audio initiative will have limitations. The Premier League said VAR conversations would not be broadcast live or included in the Ref Cam audio releases because current rules established by the International Football Association Board restrict such communication.
Ref Cam audio will initially feature in approximately one or two matches per match round and will focus on selected incidents rather than providing continuous access to conversations throughout a game.
The Premier League is also making the findings of its Key Match Incident Panel public on a weekly basis. The panel reviews significant refereeing and VAR decisions and determines whether decisions made by match officials were correct or incorrect in its assessment.
Previously, the panel’s full findings were shared with clubs and officials but were not routinely made public. Under the new system, supporters will be able to access the weekly assessments through the Premier League’s digital platforms.
The initiative represents a significant shift in the league’s approach to officiating transparency. VAR has remained one of the most debated aspects of modern football, with supporters, managers and players frequently demanding greater clarity over controversial decisions.
The Premier League believes providing direct explanations from officials can help supporters understand why certain decisions are made, particularly in incidents involving penalties, goals, red cards and VAR interventions.
Pro Ref Chief Refereeing Officer Howard Webb will also continue presenting the “Match Officials Mic’d Up” programme, which features selected on-field and VAR audio alongside his analysis of controversial incidents.
Meanwhile, the Premier League and Pro Ref said they would continue lobbying football’s lawmakers, IFAB, to permit more communication from match officials to be broadcast during live matches.
The new measures will therefore stop short of giving fans unrestricted access to referee and VAR conversations. Nevertheless, the publication of officials’ explanations, Ref Cam audio and weekly independent assessments represents a significant expansion of information available to supporters.
As the 2026/27 season gets underway, the changes are expected to bring fans closer to the decision-making process and potentially reduce some of the uncertainty surrounding controversial refereeing calls.
The Premier League hopes the increased transparency will strengthen confidence in match officials while giving supporters a clearer understanding of one of the most scrutinised aspects of the modern game.
