Urgent Concerns Regarding Consensus Arrangements and Exclusion of COPDEM Candidates

MEMORANDUM*

To: The National Leadership of the African Democratic Congress (ADC)

From: Coalition for the Protection of Democracy (COPDEM)

Date: Monday, 06 April 2026

The Coalition for the Protection of Democracy (COPDEM) writes to formally express deep concern regarding the ongoing preparations for the State, Local Government Area (LGA), and Ward Congresses of the African Democratic Congress (ADC), particularly the reported adoption of consensus arrangements that have systematically excluded COPDEM-affiliated candidates across the country.

This development is not only troubling in principle but carries significant strategic and political risks that, if not urgently addressed, may undermine the credibility, unity, and long-term viability of the party.

1. *A Departure from the Spirit of Inclusion and Democratic Renewal*

COPDEM recalls its early and unequivocal support for the ADC Coalition project, grounded in a shared vision of transparency, inclusiveness, and internal democracy. The current approach to consensus-building—reportedly executed without broad consultation and at the expense of duly committed stakeholders—represents a clear deviation from these foundational principles.

Consensus, when properly applied, is a tool for unity. When misapplied, it becomes a mechanism for exclusion.

1. *Marginalization of Committed Stakeholders*

It is a matter of record that COPDEM members across multiple states:
• Purchased nomination forms in good faith,
• Mobilized grassroots support structures,
• Invested time, resources, and political capital into building the ADC at the ward and community levels.

The blanket exclusion of these individuals—many of whom represent the backbone of the party’s grassroots machinery—raises serious questions about fairness, transparency, and respect for prior commitments.

1. *Strategic Risks to Party Cohesion and Electoral Prospects*

The implications of this approach are far-reaching:
• Erosion of Trust: Excluding loyal contributors risks alienating a key segment of the party’s operational base.
• Demobilization at the Grassroots: COPDEM structures have played a pivotal role in expanding ADC’s reach. Disenfranchising these actors may lead to reduced enthusiasm and participation.
• Perception of Elite Capture: The process risks reinforcing the very political culture the ADC Coalition was formed to challenge—one perceived as closed, transactional, and top-down.
• Potential Fragmentation: Persistent exclusion may unintentionally trigger internal divisions at a time when unity is most critical.

1. *COPDEM’s Historical and Structural Contribution*

It is important to emphasize that COPDEM is not an external or opportunistic stakeholder. Our involvement in ADC predates the current coalition leadership in many areas, and our structures have been instrumental in:
• Grassroots mobilization,
• Civic engagement and political education,
• Strengthening the party’s presence in underserved regions.

This legacy contribution cannot—and should not—be disregarded in the current phase of party consolidation.

1. *A Constructive Path Forward*

In the interest of party unity and democratic integrity, COPDEM respectfully urges the ADC leadership to:
1. Review the Current Consensus Framework: Ensure that it reflects fairness, inclusivity, and genuine consultation.
2. Reconsider Excluded Candidates: Particularly those who have fulfilled all procedural requirements, including payment for nomination forms.
3. Establish Transparent Guidelines: Clearly communicate the criteria and processes for consensus selection to all stakeholders.
4. Engage Key Stakeholders: Initiate immediate dialogue with COPDEM leadership and other affected groups to resolve grievances.
5. Protect Internal Democracy: Uphold competitive and credible processes where consensus cannot be justly achieved.

1. *A Caution and a Commitment*

We must state candidly: the current trajectory, if left unaddressed, will backfire. No political party can sustainably succeed by sidelining those who built its foundation at the grassroots.

However, COPDEM remains committed to constructive engagement. Our objective is not confrontation, but correction—ensuring that the ADC remains aligned with the ideals that inspired its growing national support.

*Conclusion*

The ADC stands at a defining moment. The decisions taken now will either strengthen its claim as a credible alternative political platform or weaken its moral and structural foundation ahead of future electoral contests.

We urge the leadership to act decisively, fairly, and in the collective interest of all stakeholders.

COPDEM remains ready to engage, support, and collaborate—provided that the principles of inclusion, transparency, and justice are upheld.

Signed:
For and on behalf of the National Executive Committee
Coalition for the Protection of Democracy (COPDEM)
